Financial Literacy Cluster Coordinators and Data Management Supervisor

VACANCY ANNOUNCEMENT

Development Project Service Centre (DEPROSC-Nepal), a NGO working on various thematic areas across the country invites application for the following positions under the Financial Literacy Component of the Safer Migration (SaMi) Project phase III. SaMi is a bilateral initiative of the Governments of Nepal (GoN) and Switzerland. SaMi phase III is implemented by the Ministry of Labour, Employment and Social Security (MoLESS) and local governments with the technical assistance of HELVETAS Nepal in the 39 districts of Nepal.

Detail of Terms of Reference of Financial Literacy Cluster Coordinators

  1. Required Number of Position and Tenure: Two, till July 16, 2021 with the possibility of extension of one year.
  2. Job Description of Financial Literacy Cluster Coordinators (FLCCs)
    • Coordinate with Local Government Project Management Committee (LGPMC), ward level elected representatives and financial literacy management committees,
    • Facilitate to form and coordinate with Financial Literacy Management Committees and facilitate to engage them in the management of literacy classes and monitoring,
    • Facilitate Migrant Resource Centres (MRC) coordinators, Local Service Providers (LSPs) and Financial Literacy Facilitators (FLFs) to identify potential members for financial literacy and members for financial and business literacy courses,
    • Provide training and coaching to the Financial Literacy Facilitators (FLFs),
    • Facilitate and supervise to conduct Pre-beneficiary identification survey, Baseline survey, Endline survey and Follow up survey,
    • Facilitate and supervise FLFs and beneficiaries to maintain records of daily income and expenditure passbook,
    • Facilitate FLFs to conduct household visits and keep records in the passbook,
    • Supervise training delivery and ensure participation, and quality,
    • Guide supervise and facilitate local service providers to ensure all aspects of financial literacy delivery related items, stationaries, allowance and tiffin are reached to the beneficiaries on time and utilized properly,
    • Facilitate to provide Handbooks, Flip chart, Tool kit bags, Flex print, and Book let to the FLFs, beneficiaries, Palikas, Stakeholders and LGPMC as per the plan of the project,
    • Coordinate with local service providers (LSPs) designated by Palikas and provide technical support as and when required,
    • Coordinate with local financial institutions, remit companies, insurance companies to extend financial services to the beneficiaries,
    • Coordinate and link with vocational development training providers and projects to enhance skills and business.
    • Obtain feedback from the beneficiaries on the relevancy, appropriateness of the content and method of training delivery,
    • Maintain coordination with CMC Nepal and Psychosocial Facilitators to deliver related sessions in harmony with the session of financial literacy,
    • Advocacy for the financial literacy component in the Palikas,
    • Prepare case studies as relevant and as appropriate,
    • Regularly monitor literacy classes and literacy beneficiaries utilizing monitoring formats developed by the project,
    • Facilitate LSPs and PCs to compute baseline, endline and follow up survey data into the MIS system,
    • Identify potential local cooperatives in consultation with project management committees and orient them on the financial literacy,
    • Perform any activities required for the successful implementation of SaMi project in the districts, 
  3. Eligibility Criteria of Financial Literacy Cluster Coordinators
    Nepalese citizen with Bachelor’s D

  6. Working Stations and Covering Districts
    Each Financial Literacy Cluster Coordinator will be assigned in one of working stations likely to be (i) Nepalgunj, (ii) Butwal, (iii) Kaski, (iv) Makawanpur, (v) Kathmandu, (vi) Dhading, (vii) Janakpur, (viii) Udayapur, (ix) Bardibas, and (x) Jhapa that covering some 4/5 districts of hills and plains.

  7. Salary and Benefits

    Salary and benefit will be as per the rules of the organization as guided by the “Agreement of Cooperation” between DEPROSC-Nepal and SaMi/HELVETAS.

Detail of Terms of Reference of Data Management Supervisor

  1. Required Number of Position and Tenure: One, till July 16, 2021 with the possibility of extension of one year.
  2. Job Description Data Management Supervisor
    • Facilitate and supervise to conduct Pre-beneficiary identification survey, Baseline survey, Endline survey and Follow up surveys,
    • Coordinate with Local Government Project Management Committee (LGPMC), ward level elected representatives and financial literacy management committees, LSPs, FLCCs, and FLFs to obtain the data of Pre-beneficiary identification survey, Baseline survey, Endline survey and Follow up surveys,
    • Guide and prepare action plans to compute such data on time,
    • Make field visits and provide technical support to the FLFs and MIS focal person in the MRCs to ensure that surveyed infor
    • mation is computed in the MIS properly,
    • Ensure all the data is properly computed in all the districts,
    • Do the data cleaning,
    • Prepare tables and graphs ready to analyze such data,
  3. Eligibility Criteria for Data Management Supervisor
    Nepalese citizen with Intermediate of 10+2 graduate in any discipline, with minimum 1 year experience in data management preferably in financial literacy/literacy/entrepreneurship development having pproficiency knowledge and skill to handle data entry software or willing to extensively travel in the field are encouraged to apply at [email protected] or DEPROSC-Nepal, POB: 10953, Kathmandu by 5pm, 31st August along with a cover letter, updated curriculum vitae, the post applied, two referees, and other credentials.
  4. Working Stations for Data Management Supervisor
    Data Management Supervisor will generally be stationed in the Kathmandu cluster, however, as per the requirement, s/he can be posted in one of the working stations likely to be (i) Nepalgunj, (ii) Butwal, (iii) Kaski, (iv) Makawanpur, (v) Dhading, (vi) Janakpur, (vii) Udayapur, (viii) Bardibas, and (ix) Jhapa.
