The Safer Migration Project (SaMi) Phase III
Safer Migration (SaMi) Programme is a bilateral initiative between the Government of Nepal and the Government of Switzerland. It is implemented by the Ministry of Labour, Employment and Social Security and 156 participating local governments in 38 districts of Nepal. Helvetas Nepal provided technical assistance to the programme on behalf of the Swiss Agency for Development. Helvetas Nepal supported five components: financial literacy, access to information, access to justice, vocational skill training and psychosocial counselling of SaMi programme. DEPROSC-Nepal got a role in the technical assistance of the financial literacy component of the SaMi programme. The main scope of DEPRPSC-Nepal were to (i) Design and develop financial literacy training modules and materials, (ii) Capacity development of financial literacy facilitators in collaboration with local government and service providers, (iii) Provide technical assistance in the process of the financial literacy training cycle, and (iv) Monitoring, MIS and quality control. The primary objective of financial literacy is to enhance the knowledge and skills of migrant workers’ (MWs) family members, particularly their spouses, to make informed financial decisions. This includes understanding the basics of household prosperity and increasing sustainable income for a better quality of life. This programme served 59,811 remittance-receiving beneficiaries (98% female) for graduating through financial literacy class. Among the graduated members 80% were Dalit, Janajati and Madhesi. DEPROSC-Nepal Provided Master Training of Trainers (MToT) for 333 financial literacy facilitators for facilitating financial literacy classes. Developed and printed 76,000 modules for providing participants and 565 training manuals for financial literacy facilitators.

| Achievements | Provided technical support to adopt the social mobilization process and completed the 2442 FL classes and graduated 59,811 beneficiaries. Conducted 24 MToT to FLFs, 24 refresher training, 16 events of basic financial literacy training to local cooperatives executives and staff, 2 events of MToT on enterprise development and start and improve your business (SIYB), 6 events of enterprise development training to the community member, 2 workshops on financial literacy strategy development to local government staff, and technical support to prepare and finalize 23 local government’s financial literacy strategies. Printed and handed over Participant Handbook (FL and Psychosocial Counseling Module) – 76,000 copies, Training of Trainers (ToT) Manual-565 copies, Pass book-70,100 copies (Income and Expenditure, Financial goal recording book), Baseline, End-line and follow-up Survey forms-114,100 copies, Participant Handbook (FL and Entrepreneurship Development)-2,000 copies, FL Booklet-63,000 copies, Training Delivery Materials (A set of 19 flex pieces)-266 sets to local governments. Developed and provided Pre-beneficiary selection form and guideline, FL facilitator selection guideline, Class management guideline, Class monitoring guideline, Home visit guideline, Programme implementation and social mobilization guidelines. Regularly monitored the FL classes and assisted FL facilitators. Conducted and participated in coordination meetings with each local government regularly and provided technical support and feedback to them on the Fl component. Periodic reports prepared and submitted to funding partners and local governments. |
