Reintegration of Returnee Migrant Workers (ReMi)
The Reintegration of Migrant Workers (ReMi) project is a bilateral initiative between the Government of Nepal and Switzerland. The project is funded by the Swiss Agency for Development and Cooperation (SDC) and implemented through a partnership between the Ministry of Labour, Employment and Social Security (MoLESS), respective provincial line ministries and 10 local Governments in Koshi and Madhesh Provinces of Nepal. Helvetas Nepal provides technical assistance to the project on behalf of the SDC. DEPROSC-Nepal technically assisted the Employment Service Center (ESC) of 20 Local Governments to become a hub for Economic reintegration services, by improving their resources and capacities such that they can provide economic reintegration support to returnees and their families based on their unique needs and the context of the localities they live in. DEPROSC-Nepal, as a technical partner, played a key role in mapping stakeholders at 3 levels, opportunities, developing practical tools such as Information Packages and Referral Pathways, and delivering capacity-building interventions for government staff (ESC) and stakeholders to better serve the needs of returnees and their families.

| Achievements | Under this project, DEPROSC-Nepal has provided a comprehensive set of services focused on economic reintegration. These included mapping of reintegration services, consultation with relevant government bodies, private sectors and development partners, developing and pilot testing of customized information packages and referral pathways and also did validation workshop in 2 provinces. Extensive training, orientation, and interaction sessions were conducted for ESC staffs, employment counselors and other relevant staffs from local government on delivery of information package and referral pathways. DEPROSC-Nepal has developed entrepreneurship and financial literacy modules. Additionally, interaction workshops with RMWs and private sector actors, contributed to sector identification reports, and supported municipal governments in aligning services with the needs of returnees are done. We continuously mentored and technically facilitated ESC for economic reintegration activities till the last date of contact. Capacity development was the central component of DEPROSC-Nepal in ReMi Project, with targeted efforts to strengthen the skills and knowledge of ESC staffs, Employment Counsellors, LG officials, and RMW’s Networks/ Cooperatives to cater returnee’s need and aspiration. Over 100 ESC and municipal staffs received training in economic reintegration, counselling, entrepreneurship development, and use of information package and referral pathways system. Employment Counselors stationed in 20 Local Government offices were further trained in business planning, startup support, and financial management through specialized workshops. DEPROSC also empowered RMW networks through awareness programs and encouraged private sector engagement to create a sustainable support system. These efforts resulted in improved service delivery at the local level and stronger collaboration among stakeholders for reintegration. |
